The Institute for Public Service (IPS) serves as the public service outreach source for The University of Tennessee. Through its six agencies, IPS assists city and county governments in Tennessee, trains law enforcement personnel on a local, regional and national level, and helps Tennessee manufacturers reduce costs and increase revenue.

Leveraging the resources of the university and its partners, we can help your company become more productive, more competitive and more profitable.

Economic Development

Since 1949, agencies of the University of Tennessee (UT) Institute for Public Service (IPS) have linked university-based expertise to help community and business leaders enhance their economic competitiveness. IPS helps companies, entrepreneurs, organizations and cities and counties across the state access university expertise, resources and intellectual assets to help advance the economic well being of Tennessee and create and retain quality job opportunities.

Government Services

The UT Institute for Public Service provides consulting and technical assistance to city and county governments every day, as well as leadership and organizational development training for local and state government.

Law Enforcement Services

The UT Institute for Public Service, through its Law Enforcement Innovation Center, provides first class training to local, regional and national-based law enforcement in areas such as homeland security, forensics, command and leadership, cybercrime and many others.

The institute also provides law enforcement consulting at the local level through its County Technical Assistance Service and its Municipal Technical Advisory Service.

Leadership Development

The Naifeh Center for Effective Leadership provides training and professional development for leaders at all levels, from the emerging supervisor to the experienced executive. It promotes creative leadership, managerial effectiveness, professional skills enhancement and lifelong development for individuals and their organizations.

Language Services

The Tennessee Language Center became a part of IPS in 2018. TLC is focused on language learning, teaching, and services for the public sector, the business community, and private citizens with a mission of facilitating the intercultural communication goals of Tennesseans and others around the globe.
