Lori Barton
Economic Development Specialist

Lori Barton serves as an economic development specialist with the Tennessee Certified Economic Developer (TCED) Program at the University of Tennessee Center for Industrial Services. In this role, she supports economic and community development professionals by providing access to essential training and capacity‑building resources.
Before joining UT CIS, Lori worked at the University of Tennessee Institute for Public Service in roles spanning finance, contracts and business operations. Prior to her work with the university, she spent 13 years with SNMP Research International.
Lori began her public service career in the United States Navy, serving from 1988 to 1992 as a cryptologic technician and Morse code operator. Her time in the Navy instilled in her a strong sense of duty and service that continues to shape her professional path.
Lori is an active member of the Tennessee Economic Development Council (TEDC) and is currently pursuing a Master of Public Administration (MPA) degree with a concentration in economic and community development at the Baker School of Public Policy and Public Affairs. She holds a bachelor's degree in leadership and ministry preparation from Johnson University. Her professional certifications include the Certified Municipal Finance Officer (CMFO), Certified Public Manager (CPM) and Tennessee Certified Economic Developer (TCEcD) designations.
