Stephanie Allen OHara joined MTAS staff in the Knoxville office as a legal consultant on January 1, 2010. Effective November 1, 2013, Stephanie became the Legal Program Manager at MTAS.  Stephanie graduated from the University of Tennessee, Knoxville with a bachelor’s in business administration. While pursuing her undergraduate degree, she interned with the U.S. Congress and Philip Morris USA. She received her Doctor of Jurisprudence and Master of Business Administration from the University of Tennessee, Knoxville. While in law school, Stephanie interned with Oak Ridge National Labs; Retired Judge James Beckner, Third Judicial District Criminal Court; Chancellor Telford Forgety, Jr., Fourth Judicial District; Judge Benjamin Strand, Jefferson County General Sessions; as well as several law firms. Prior to joining MTAS as a legal consultant, Stephanie served as a judicial clerk to Justice Sharon Lee on the Tennessee Supreme Court and Tennessee Court of Appeals. In her spare time, Stephanie enjoys volunteering with charities and many outdoor activities, including snow skiing, hiking, wakeboarding, and dragon boating.

Nancy Gibson has been working at MTAS for eight years in the Municipal Codes Department.  She works with cities and consultants regarding municipal codes and charters. Her duties include reviewing ordinances and compiling lists for inclusion in codes, producing new codes (and revisions) and compiling updates of existing municipal codes for cities. This includes markup, proofreading and all correspondence related thereto.

Nancy does invoicing for the Municipal Codes Department and is proficient in Microsoft Word, Excel, Powerpoint, WordPerfect, Adobe Acrobat (full version), and Adobe Photoshop Pro.  She maintains the Municipal Codes Database.

Liz Gossett, E-Media and Information Specialist, joined CTAS in September 2012. Prior to joining CTAS, Liz was a research associate for the Tennessee Department of Transportation’s Long Range Planning Division. She is originally from the Atlanta area and received a bachelor of science in 2007 in urban policy studies and a bachelor of arts in sociology in 2005, both from Georgia State University in Atlanta. Liz received her Master of Science in Information Science from The University of Tennessee in May 2015.

            Keith Groves, Resource Program Manager, joined The University of Tennessee, Institute for Public Service – Center for Industrial Services in March of 2005.  The Center focuses on strengthening manufacturing in Tennessee to secure jobs for the citizens of our state.

            Prior to joining the Center for Industrial Services, Keith worked in retail sales for 11 years and in manufacturing for 16 years.  During the 16 years in manufacturing, he became involved in Lean Manufacturing and has worked extensively in Lean Manufacturing since 1995.  In 2006, Keith worked in the development of a new program for the center called Business Transformation. This is a holistic approach to moving businesses into the future with the tools to increase their ability to compete in a global market and improve profitability.

            In 2011 Lean for Government was a program implemented in State Government to focus on improving processes and to train state employees on Lean Methodologies, Keith has been the core deliverer for this process.

Brett Howell, communications specialist, holds a master's degree in public administration from Tennessee State University and a bachelor's degree in English/journalism from Tennessee Technological University, where he also received a minor in history. Since joining CTAS he has been responsible for public policy and fiscal analysis, particularly as it relates to how the state budget and proposed legislation impacts county governments statewide. At CTAS, he is the managing editor of Tennessee County News. Prior to joining CTAS in August 1995, Brett was a newspaper editor with experience in university public affairs.

Kelley joined MTAS (Knoxville) on November 4, 2013, as the Codes Coordinator.  Prior to this, she worked as a paralegal in a private litigation law firm, focusing primarily in the areas of insurance defense and plaintiff personal injury/medical malpractice.  She obtained a Bachelor of Arts degree in English from UTK in 1990.  To compliment this, she obtained her paralegal certification in 2005, as well as her advanced certification in 2006.  She is very active in the Smoky Mountain Paralegal Association, currently serving as the 2014-2015 President, and instructing the Communications section of the certified paralegal exam prep course.

STEVE THOMPSON is Assistant Vice President with the Institute for Public Service with the University of Tennessee. 

Steve joined the University as Executive Director of the Municipal Technical Advisory Service in July of 2010.  A former city manager in cities in South Carolina, Virginia and Florida, Steve has extensive experience in a wide range of services and projects impacting small to large local governments, and has emphasized success with development, financial management and community partnerships.  Steve is also a former member of the Governmental Accounting Standards Advisory Council, the national advisory board to the Governmental Accounting Standards Board (GASB).

Steve is a Certified Local Government Manager of ICMA, a graduate of the Senior Executive Institute with the University of Virginia, and a graduate of the Menninger Institute for Local Government Managers in Topeka, Kansas.

Steve is enrolled in the doctoral program in political science at the University of Tennessee, and holds a master's degree in public administration (MPA) from the University of South Carolina.  Steve also earned a bachelor's degree (BA) in political science from the College of Charleston, SC.

Dennis Wolf is the fire management consultant for MTAS.  He joined MTAS on August 1, 2011.  Dennis joined the fire service as a volunteer firefighter in 1974.  Before coming to MTAS, he served for over 34 years with the Germantown Fire Department, the last 15 years as Germantown’s fire chief and emergency management director.
